City lets contract to resurface roads

 The Panama City Beach City Council recently approved resurfacing of nine streets throughout the City, as part of its annual street resurfacing program to address roads in need of repair. The City obligated funding for an amount not to exceed $743,500.

A comprehensive assessment of all roads was presented by ZHA and Gortemoller Engineering Inc. last June. As part of the Capital Planning and Operation & Maintenance Cost Estimation, every roadway in the city was evaluated and assigned a grade. A total of 245 road segments covering 74 miles were looked at.

All roads received an A through F grade based on the need for resurfacing, repair and replacement. Road resurfacing is on a 20-year rotation system, as 20 years is the estimated life of a roadway. The most immediate need roads – those with a D or F score – are being addressed first, followed by C, B and A roads.

The rotation system allows for current D and F roads to be brought up to A standard; within 20 years, they would most likely need resurfacing again. The capital improvement plan allows the city to stay on top of road repairs; over the last three years the City has spent an average of $1 million each year. Monies have come from the General Fund budget.

Roads being repaired this fiscal year include:

  • Junipero Avenue
  • West Gulf Boulevard
  • Sea Oats Drive from Argonaut Street to the end of the recent overlay
  • Bid-A-Wee Court
  • Bid-A-Wee Lane
  • Hibiscus Street
  • Beth Street from Hutchison Boulevard to Agave Street
  • Laurel Street
  • Gulf Side Drive
  • Cobb Road (striping entire road only)

The low bidder on the project was GAC Contractors. Construction is expected to start in July.

Last year’s road resurfacing included Deluna Place, Vestavia Street, Lakeview Circle, Gulf Lane, Lake Circle, Moonlight Bay Drive, North Gulf Boulevard, Eagle Drive and Emerald Lake Drive.
