Campbell heads Community Redevelopment Agency

The City of Panama City Beach has hired a full-time manager to oversee the City’s Community Redevelopment Agency (CRA) projects. David O. Campbell, PE, started his position with the City last fall.

Campbell is a licensed professional Civil Engineer with more than 30 years of experience in both the public and private sectors. He comes to Panama City Beach from Destin, where he spent nine years serving in various capacities including CRA Project Coordinator, City Engineer and Public Services Director.

His extensive experience includes a concentration in commercial and residential site development, road design and construction, storm drainage, water and sewer and public works. He has been involved in all aspects of project management including design, consulting, permitting, bidding, inspections and more.

In his new role, Campbell directs the City’s CRA projects, including managing, facilitating, monitoring and ensuring all projects are on track and in line with the goals of the City and the CRA. Campbell reports to the Public Works Director.

“We are very pleased to have someone of David’s caliber in this role,” said Interim Public Works Director Kelly Jenkins. “From day one he has been an asset to the City, providing valuable assistance as we move toward the completion of Segment 2 on Front Beach Road. He is coming up to speed on the next segment, as we begin right-of-way and property acquisition on South Arnold at the Y.”

Segment 2 of the CRA is a 1.3-mile overhaul from Richard Jackson Boulevard to South Thomas Drive and includes new roadways, a trolley lane, sidewalks, lighting, landscaping, two storm ponds and underground utilities. This ties into Segment 1, which was a revamp of Thomas Drive to Front Beach Road, taking in a portion of Hutchison Boulevard. That portion was completed in 2011.

Eventually, 17.3 miles of roadways in the Front Beach Road CRA will be redone.

“It is exciting to have someone overseeing and moving this work forward so that all of our residents and visitors can enjoy a highly functioning and more aesthetically pleasing Front Beach Road that addresses transportation, infrastructure and traffic concerns,” said City Manager Mario Gisbert.

Campbell, a native of Virginia, holds a degree in civil engineering from Virginia Military Institute in Lexington, Va. He and his wife, Jennifer, have lived in Panama City Beach since 1992.

“This is a great opportunity to serve the City of Panama City Beach and to play a part in making a positive, lasting impact on our community,” Campbell said.

Campbell will give the Mayor and City Council a comprehensive update on the CRA during the Thursday City Council meeting. The mayor and council meet at 9 a.m. at City Hall Annex, 110 S. Arnold Road, on March 28. Meetings are open to the public.
