Public Hearing Notice to Consider Development Agreement




NOTICE IS HEREBY GIVEN that the following described Development Agreement shall be presented to the City Council of the City of Panama City Beach, Florida, for a public hearing at its regular meeting to be conducted at 9:00 a.m. on February 27, 2020, to wit:

A Development Agreement proposed to be entered into between the City Council of the City of Panama City Beach, Florida, and The St. Joe Company, a Florida corporation, authorized to do business in the State of Florida.  The land which is the subject of the Development Agreement is located on the west side of Hills Road, on the south of Panama City Beach Parkway and north of Front Beach Road, in Panama City Beach, Florida. 

A second public hearing will be held at 6 p.m. on March 12, 2020, also in the City Council Chambers at City Hall, 17007 Panama City Beach Parkway, Panama City Beach, Florida.  At the conclusion of the second public hearing the Development Agreement may be adopted.

The total acreage of the property which is the subject of the Development Agreement is approximately 76.98 acres. The proposed zoning of the property subject to this Agreement is Commercial High Intensity (CH).  The proposed comprehensive plan designation of the property will be Tourist.  The proposed uses of the property may include retail sales and services, residential, lodging accommodations, ponds and open space, and amusements.    The proposed population density is 45 units per acre.  The proposed building intensity is 80% or less impervious surface coverage, and 80% floor area ratio.

Development on that portion of the parcel located within the Front Beach Road 2 Overlay (FBO-2) District shall not exceed a building height of 45 feet.  Development on that portion of the parcel outside of the Front Beach Road Overlay District shall not exceed a building height of 65 feet.

A copy of the Development Agreement including the legal description of the subject land can be obtained from the Panama City Beach Building and Planning Department, 116 South Arnold Road, Panama City Beach, Florida.

In accordance with Florida Statute Section 286.0105, if any person decides to appeal any decision made with respect to any matter considered at the public hearing, such person will need a record of the proceedings, and for this purpose such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

ALL INTERESTED PERSONS seeking to be heard on the adoption of the Development Agreement amendment are invited to be present at the public hearings.
